Best practices of European universities alliances in solidarity with Ukraine


The purpose of this report, Towards European and Ukrainian sustainable universities partnerships: best practices of European universities alliances in solidarity with Ukraine. 2025 edition is to highlight what higher education institutions (HEIs) have done in solidarity with Ukraine since the full-scale invasion of this country, and what more could be done if additional political and financial support is provided. 

Across the European Union (EU), European universities Alliances’ bottom-up initiatives have become one aspect of the HEIs’ connections with Ukraine to provide assistance, help (re)build academic capacities and develop long-term relationships in the perspective of the reconstruction and modernisation of this country. Despite the absence of dedicated funds, a shared understanding of what has to be done and what Alliances could offer has emerged, with a variety of solutions that are presented here.

This second edition on the best practices of the Alliances in solidarity with Ukraine provides the reader with some background information about the updated state of higher education involvement in Europe in solidarity with Ukraine, and a review of the needs analyses and the key policy priorities drawn by Ukraine and the EU, as well as Member States, in this matter. It goes on presenting existing rationales, results and obstacles at the heart of the Alliances’ experimentations, and some directions based on lessons learned, to help Alliances structure their strategic long-term planning, as it is discussed in the FOREU4ALL Community of Practice’s topical group “Cooperation with Ukraine”. It ends with recommendations addressed to EU policy-makers.
