Policy Learning Labs (PLLs) are open spaces for dialogue between policymakers and higher education stakeholders in order to address the strategic needs of alliances and share different perspectives on the long-term institutional transformation via alliances, in line with geopolitical changes and evolution of the EU priorities. The Deep Dive on Ukraine will aim at combining the most up-to-date policy views and evidence from alliances about the current intentions, achievements and ongoing challenges (barriers and enablers). There will also be a moment for each of the participants to actively engage in the discussions via breakout sessions followed by a general discussion.

The main questions to be addressed are the following: How can European University Alliances become effective instruments for the cooperation with Ukrainian higher education institutions in building resilience, aligning with, and integrating into, the E(H)EA?

• What alliance practices already support cooperation and integration? 

• What are the facilitators? What barriers remain? 

• Which mechanisms are scalable and how? 

• What policy support is needed at EU level?
