Terms of Reference for the Project Meeting


The deliverable 1.1 “Terms of Reference for the Project Meeting” presents the FOREU4ALL Governance Framework, developed within the Erasmus+ project FOREU4All (GA 101177165 – ERASMUS-EDU-2024-EUR-UNIV) under Work Package 1: Management and Coordination.

It provides a comprehensive overview of the project’s objectives, governance structure, operational procedures and external engagement strategy. The Governance Framework has been prepared collaboratively by the Project Management Team (PMT) and the Forum Board (FB), in consultation with the External Advisory Board (EAB), and approved by the General Forum (GF), ensuring collective ownership and alignment with the objectives of the FOR-EU4All project and the wider FOREU4ALL Community of Practice (CoP).

The Governance Framework defines the project’s purpose, scope, and implementation strategy. It clarifies the composition, roles, responsibilities, and proceedings of FOREU4ALL’s five key governance bodies:

  • The General Forum, as the primary strategic decision-making body comprising representatives from all 65 funded European Universities alliances.
  • The Forum Board, an elected group supporting the GF in preparing strategic directions and ensuring the implementation of its decisions.
  • The PMT, composed of Work Package leads and co-leads, responsible for the day-to-day implementation of the FOR-EU4All Erasmus+ project and ensuring
  • coordination between governance bodies.
  • The Central Office, providing administrative and operational support to governance bodies and project coordination activities.
  • The EAB), composed of major European higher education stakeholder organisations, ensuring links to the wider sector and offering strategic guidance.

It also describes the external engagement strategy and communication processes designed to strengthen the FOREU4ALL network and its connections with the broader higher education sector. The FOREU4ALL Governance Framework enhances the visibility of interconnections between these governance bodies, offering a clear, unified point of reference for both internal and external stakeholders.

A central coordinating body, the PMT plays a critical role in ensuring the operational and strategic coherence of the FOR-EU4All Erasmus+ project.

Composed of Work Package leads, co-leads, and representatives from the Central Office, the PMT is responsible for overseeing the delivery of project tasks, milestones, and reporting obligations. It facilitates cross-Work Package coordination, manages the interrelation between governance bodies, and ensures that the project’s implementation aligns with the strategic decisions of the General Forum. By meeting regularly and closely following a rolling agenda, the PMT ensures timely delivery, risk management, and responsiveness to the evolving needs of the FOREU4ALL community.

Within this structure, the Project & Officer hired for mainly focusing on WP1 and WP3 activities holds a pivotal role. Based in Brussels at the ECIU Central Office, the Project & Policy Officer oversees the day-to-day management of the FOR-EU4All Erasmus+ project and serves as a liaison between the governance bodies and project partners (in collaboration with WP1). This position ensures smooth administrative operations, the organisation of governance meetings, maintenance of contact lists, and timely communication of decisions and actions. Additionally, the Project & Policy Officer supports the policy dialogue dimension (in collaboration with WP3), monitors relevant European policy developments, and contributes strategic input to external communication and dissemination efforts. The role is fundamental in preserving institutional memory, facilitating efficient collaboration, and providing operational continuity across FOREU4ALL activities.

The Governance Framework is a living document, subject to revision and approval by the General Forum, ensuring its continuous relevance and alignment with the evolving needs of the European Universities alliances and the higher education sector.
