The Community of Practice FOREU4ALL

FOREU4ALL, an initiative of the European University Alliances, provides a collaborative and supportive platform where all 65 alliances come together to share best practices, exchange experiences, and strengthen cooperation.

The community fosters a deeper collaboration by facilitating learning, joint initiatives, and the dissemination of results – enhancing knowledge, skills, and effectiveness of the entire higher education sector.

In addition to the alliances, FOREU4ALL engages key stakeholders to take part in the governance, several topical groups and policy learning labs to enrich discussions and decision-making.

FOREU4ALL promotes sustainable cooperation with the wider higher education ecosystem, including associations, networks, student organisations, and other higher education key actors. Through proactive engagement with European, national, and regional policy makers, FOREU4ALL also ensures a strong voice for European alliances to engage in policy dialogue for the benefit of the whole higher education sector.

Mission

As key representatives of the European Education Area and the European Research Area, European Universities Alliances are at the forefront of driving innovative concepts for deep transnational institutional cooperation. These initiatives hold the potential to foster long-lasting transformation of European higher education as a whole.

Through FOREU4ALL, all European University alliances come together to form a Community of Practice that promotes the exchange of best practices and experiences among the 65 alliances. This collaboration also ensures that valuable insights are transferable to the wider higher education sector and other higher education institutions. In this way, the initiative establishes a unique, large-scale network of European Higher Education Institutions committed to advancing innovation in Europe's higher education landscape. Additionally, the project has the capacity to amplify the strengths of individual alliances and their partners.

FOREU4ALL represents the next phase in the development, consolidation, and expansion of the informal Forum of European Universities (FOR-EU), which has been operational since the start of the European Universities Initiative. With a proven track record of engaging over 200 coordinators and managers, as well as a successful joint advocacy at European level, the Community of Practice within FOREU4ALL builds upon this collaborative history and ensures that all alliances continue to be in a position to collaborate and engage meaningfully.

We also aim to share learnings with all types of higher education institutions across Europe and beyond. While university alliances are at the heart of our work, our mission extends far beyond. Outreach is key: our goal is to engage not only those directly involved, but also the broader university community by creating meaningful connections and raising awareness of the opportunities these alliances bring.

Governance

General Forum

The General Forum is the core decision-making body and driving force of FORUEU4ALL. It is where all strategic decisions are made, including the approval of deliverables, the selection of workshop topics, and the validation of external communications. Each alliance appoints a maximum of three members, including the coordinator. As all coordinators are part of the General Forum, every alliance has an equal voice in shaping the project's direction.

Forum Board

The Forum Board is composed 15 Alliance members elected on a one-year rotating basis. The work package leaders are members of the forum board, which meets regularly to coordinate efforts and ensure the smooth preparation of the General Forum.

External Advisory Board

FOREU4ALL has established an External Advisory Board to ensure the formal engagement of external stakeholders in the governance and strategic development of the initiative.

This advisory body provides guidance to the General Forum and brings a crucial outside-in perspective by including at least five representatives from different sectors, including students, universities, quality assurance bodies, and universities of applied sciences. Its composition may be expanded over time as required.

The Advisory Board meets twice a year to provide recommendations on policy developments, priorities, and initiatives of the Community of Practice. Topics for discussion include the position of the European Universities Initiative within the broader European policy context.

In this way, external stakeholders, including students, play an active role in the governance of FOREU4ALL and contribute directly to its success and impact.

This group provides essential tools for cooperation, including templates, an external engagement strategy, and support for the governance of the community. It also ensures coordination across the different teams involved in the initiative.

The objective of this group is to develop a comprehensive overview of alliance experts, reflection papers, best practices, and expertise across a range of topics. This will serve as the foundation for the initiatives within the community of practice, such as events and policy dialogue.

Policy Dialogue

The group devoted to policy dialogue focuses on facilitating external engagement with stakeholders and policy makers. It aims to address the needs of alliances on the ground while aligning with the broader priorities of stakeholders and the wider sector.

Communication and Dissemination

Responsible for the communication and dissemination strategy, the group provides tools such as a dedicated webpage, monitoring systems, communication materials, and a collection of best practices in a transferable format.
